Sorry to hear about the angle. Working under the assumption that its the nitrite levels I'd think that the other fish would be showing signs as well. It's very important to keep doing water changes but start looking it to other reasons behind the death of the angle. Could have been something else causing it.
20 gallon tall: empty
29 gallon: moderately planted with 9 bloodfin tetra, 1 german blue ram, 11 glow light tetra and 1 BNP
10 gallon QT: empty

It was really weird because its "tale" (i don't know the technical name for it lol) got all like scrunched up the past few days (as i said in my original post), and as i said it died this morning, its tale was un-scrunched, and i searched that in Google and came up with nothing :/

Tissue damage.
Possible causes.
Burning from sterilant, water parameter change causing dehydration over hydration, disease reaction, burning from a high level of nitrogen toxin ( ammonia nitrite nitrate).

+++ to what everyone has said. There is no mystery here - except that your other fish are still alive. Your nitrite and nitrate levels are toxic.
YOu have got to get both down and the only way to do that is with continued water changes.
Glad to see you are getting an API liquid test kit. Test daily. any day that your ammonia is in excess of .25 or your nitrites are in excess of .50 or nitrates are in excess of .20, do a water change of at least 50% to lower the toxins.
Since your ammonia is reading 0 you are part way through your cycle. Nitrites will start to drop with your water changes and hopefully you will be finished. You may still lose some fish due to the long exposure to the toxins. Fingers crossed that doesn't happen.

Im not planning on added anything for a few months after i get the levels normal again, well maybe some plants but no fish lol i only want to add one more fish for a "center piece" for my aquarium, maybe another angle? any ideas? Thanks!

You could try an angel again. 1 angel would be okay in a 29 gallon tank. but you'll most likely have to get the neons out of there at some point - ie, when the angel gets big enough that they will fit in his mouth because he will eat them :o)

I think all keep this tank as is, i have a 55 gallon tall corner tank that i think would be good for a pair of angles, thought i read somewhere they like tall tanks lol or maybe a black ghost knife! thats my dream fish lol

Not crampin on your style but.... You will be lucky to keep the Neons in conditions like this. They are a pretty sensitive fish. I have not been successful with keeping them and my water parameters are very good and its a planted tank. As for your dream fish. It can grow to 16+ inches. You will need a much bigger thank, then if the neons are still alive it will eat them as it grows. I am not a stocking pro as I am working out my own issues but just from my experience.
