Neons like to swim so it might be a bit tight. Personally I would stick to 8-10 at most

Yes. I actually had 40 in my 29 gallon with no other fish, good filtration and lots of plants.

    Plus 1 to Lady Hobbs.

As long as you don't go putting other fish in that 16 gallon, your neons will be ok. Keep an eye on the ammonia if you put all of them in at once. Test and be ready for water changes until the BB catches up to your bio-load.
An air stone wouldn't hurt either, just to get that extra agitation to the surface for oxygen transfer.
Warning; Bulldog Pleco guarding my Sons tank now..

Please remember; every keystroke has a consequence.

Shrimp will mostly not handle any ammonia spike; they require very good water - you should consider adding Neons slowly (over weeks.) Inverts do not generally handle toxic chemicals very well. Wild Neons need very clean water but tank breed are a bit more tolerant - find out which type they sell.

What is your slump system? That could make a world of a difference.
    Knowledge is fun(damental)

A 75 gal with eight Discus, fake plants, and a lot of wood also with sand substrate. Clean up crew is down to just two Sterba's Corys. Filters: continuous new water flow; canister w/UV, in-tank algae scrubber!! Finally, junked the nitrate removal unit from hell.

I would assume they are not wild caught cause they are cheap I already have 5 neon in the're already. the sump is built into the back of the tank so it is 40cm high and about 40cm wide and about 15cm deep. my tank is the aqua one aquanano 40. I have the original cartridges in there plus I put filter floss and a bag of ceramic noodles.

Do you currently have fish in either of your tanks? Where I'm going with this is, is your other tank cycled? If so, you could move some of the seasoned media over to the smaller tank but if this is not the case, no point in talking about it here.

Almost all neons are wild caught. There's only a few Asian fish farms that breed them. They're all imported.
