There are a lot of opinions running around about 'best' sizes for bettas. I know of a betta-specific forum where their generally-recommended minimum is 2.5 gals (though they do say that bigger is better, including a 5 gal for a single betta). I don't necessarily agree with them on most 2.5 gals, but I do think that 5 gals tend to offer plenty of swimming space and is what I've seen most often recommended on here.

I'd worry about the betta eating baby shrimp, unless you are looking to control the population growth.

i've always heard the 5.5 gal minimum from "respectable" sources, but that doesn't necessarily mean it's right... there is always the option of upgrading to a 10 gal...
