20 gallon saltwater tank
Will 3 damselfish and 2 small clowns be overcrowding for a 20 gallon

I would say yes it will be to many. Depending on the damsel fish species will determine the aquarium size. Small damsels are minimum 30g+

Damsels can also be tough to mix with other non aggressive community fish like clown fish. I would suggest sticking to the two clowns or (as a alternative) some smaller fish like firefish. The below might be helpful.
