Greentoad, I am guessing you are using the API liquid test kit?
In which case you can most likely ignore that green tint that is less than the point .25 color on the matching chart. My tests often produced that kind of color ambiguity. After posting on here I saw other threads indicate that problem.

Test your tap water for ammonia and your tank water. Compare the two vials.

How long has this tank been set up and what are the current inhabitants?

established tanks should read 0ammonia so much 0, that it is bright yellow.
I know the 0.25ppm has a slight green tint to it, but when you really are at 0ppm, you know for sure b/c it lemonade colored.

and to reiterate: what are you using to test the water?

The tank has been set up since August 2010. You guys are clever; I am indeed using the API test kit, and i tested both tank water and tap water, and well, the two vials are identical with what seems to be the slight green tint that is so hard to pinpoint exactly.
Current tank inhabitants include 3 harly's, 5 black neons, and 1 common pleco. I'm going to add to these characin schools as soon as I get back from traveling in 2 weeks or so.

If your tank and tap match you should be good on ammonia levels. Sometimes it looks a little green. Mine is the same way.

Good Deal! So what does everyone think about a pair of rams in the 30 gallon?
(because 10 gallons is too small...right?)

whoa, wait. you have a common pleco in a 30gallon tank??
you know they get to over a foot long...they dont belong in anything less than a 75 gallon tank.

and minus that pleco i would do this with your 30gallon:

15 neons (return the harleys, or split your neons/harleys into appropriate schools. 10 neons and 8 harleys?)
pair of rams
and a pleco that can fit in your tank (bn pleco)

what is your current filtration for the tank?
need to make sure it can handle the above stocking

I didnt mention the pleco before because I'm desperately trying to get rid of it, and I'm close to sending it on it's way. I've got filtration for a 50 gallon tank currently, and again the weekly water changes. I appreciate anymore tank suggestions. Thanks!
