Black Neon Tetra
The Black Neon Tetra or Hyphessobrycon Herbertaxelrodi is another good tetra for beginers. They stay small 1.75" although i've seen some females get to 2", colorful, inexpensive, hardy and most of all peaceful. People think because of their name they are realated to the Neon Tetra but besides the fact that their both Characins they are not closely related.
They should always be kept in a school of 6 but IME they will show off more if kept in a group of 10-15. Not a tight schooler like Rummy Nose or Bloodfins, they stay close to the upper section of the tank, so if your looking to fill in that area they are a good fish for this.
The females get biger and rounder as they get older so their easy to sex and they spawn in most water conditions except realy hard water. Their coloratin makes then a food contrast fish to spieces like the neon, Harlequin Rasboras, Lemon Tetras and Cardinals.
A very underated and often overlooked fish because they are always readly available .Perfection is not attainable, but if we chase perfection we can catch excellence.

A decent video I found of them:
