If this is a sand barrier inside a tank, silicone for glass to acrylic will be fine. The sand shouldn't shift enough to cause issues. Long term silicone won't last for acrylic to glass. Gel type super glue works well in tanks.

If you want to permanently bond acrylic to acrylic, use the solvent weld chemical sold next to the acrylic display. Some plastics can be welded to each other with a soldering iron tip.

Acrylic to Acrylic will bond, use Weld On 16. Acrylic won't bond to glass and visa versa. If we are talking about sump baffles, most just use pure silicone to put the baffles in place. Glass to glass will bond, using silicone.
