Fluval CO2 20 kit. I'm confused.

I bought a Fluval pressurized CO2 kit, set it up according to instructions, and I'm confused. Really the pictures in the instructions are too hard to see, and this is the part that confuses me:

"Once everything is set up, slowly open the regulator valve until both chambers of the diffuser are filled with CO2. As soon as this happens, close the regulator valve."

I open the regulator valve and I don't see much happening at all. I saw the little tubes INSIDE the chambers fill up with CO2 and when it hit the end, a bubble or two came out but there was no sign of the big chambers ever filling up with C02. Maybe they meant the tube inside was supposed to fill up? What exactly am I supposed to see happening here? And what kind of time frame? I sat and stared at it for a good 10 minutes before even the little tubes filled up. I went into the aquarium shop where I bought it but the guy wasn't overly helpful.

I just don't know whether I have it working like it should or not. Help please!!

Ah, thanks for pointing me to that thread. I'm glad I'm not the only one who is confused as I thought perhaps I was just stupid. I still don't know what I'm doing wrong; I don't see the chambers filling up with C02; they just remain full of water. I see the little tube inside filling up with air and that's about it; when the air reaches the bottom of the little tube it just stops there and I don't know whether more is supposed to happen or how long I'm supposed to stare at it before closing the valve.
