I would like to grow a bed of this along the entire bottom of my tank. I know it would grow best in a nutrient rich plant substrate, but is it possible to grow it in just plain aquarium sand? I'm willing to use root tabs/liquid ferts if necessary.

I just don't want to go through the trouble of tracking some down if it's not even going to grow for me.

What lighting do you have? It only does well in high light. Planting it in a non plant substrate is iffy, I wouldn't if it were me.

Yeah it won't work then because I have a low light setup. Is there any type of plant that would grow a cover along the bottom of my substrate in low light?

You could try Dwarf Sag, it is like a grass and can make for a very nice looking carpet. Another option could be to use Java Moss as a carpet although IMO it doesnt look very nice.
