They are likely juvenile fish and not minnows at all though it's impossible to tell from the pics. Maybe check out nanfa.org?

I agree as well, but would include a 20 long if they are lightly stocked around and possibly a 20 high if they are the only fish.

I've never tried multiple skimmers, but I would think that the water may not have enough time in suspension in under-rated skimmers. I think efficiency-wise, it would be end up being less than ideal...

"Guppy grass" is najas guadalupensis. Mosses are great for fry.

The main problem IMO is that the bamboo shrimp are filter feeders and seem to starve slowly in non-established or small tanks. How large was the amano? I've seen some that are all of 3" and I've had...
