I've had Ich before and it looked nothing like this. There is no tiny spots around the gills, on the fins or anywhere else. This is more like a patch of white fungus or something.

Pretty much ALL plecs I have looked at will outgrow a 10 gallon pretty quick. Sounds like the tank is already full, or at least it soon will be once the current stock grow a bit.
