I think it might be a parasite. He is very thin and doesn't look to good. The other loaches look great. Should I remove him form the tank before the parasite can spread?

It is a green alge and it is all over my substrate. not so much on the larger rocks though. I though my pleco and 2 oto catfish would take care of any alge problem but I guess not.
