They should, since Anabatoids like the Betta tend to stay near the top of the tank, while the tetras like the mid-level.

The way I do my planted substrates is on the forum. If you do a search of threads started by me, you'll see it on page 2. It's a mix of a heating cable, sand, topsoil and laterite.

Compass, Nitrate tends to hug the gravel in tanks with low circulation. Little low GPH pump aimed along your substrate can help out. Did in my tanks; all my cories are properly bewhiskered.
