Your tank is nowhere near large enough for long term Arowana care. They need quarters of at least 8' by 2' if you don't want to rehome one every time it gets too big. 2 Large oscars is pretty full...
I wouldn't recommend ottocinclus unless your tank has a steady amount of algae and has plenty of plants, and you should be prepared to give them veggies. The things tend to die so easily if not taken...

It's been enjoying sitting at the higher area. The only downside is I can't see the fishes color as well because of the light. May change the lighting or move it to a fluval 8 gallon.

Lots of algae in the tank. SAEs will be the first addition when done cycling, for sure.
