I too went through the tiger barb, inappropriate stock pitfall. Now I compulsively research everything.

Forgive me if you know this already, but I guess the only thing to add is make sure the decorations aren't pointy/sharp, and the substrate (if you choose to use it) is far too big to fit in a mouth....
Assuming you have the room (biological filtration-wise) for more fish, a few more cardinals might even out the pecking order, so that he is picked on less.

Otos are NOT pygmy cories, although they are small.
Your tank is not cycled if it is still reading ammonia.
