idk if glofish are legal in new zealand but the do fine in 21 degree-ish water.
i wish i could get them in canada
the dwarf puffer might eat the shrimp.
it all depends on it's personality.
and they are very picky eaters and will only eat frozen or live food.
from my knowledge dwarf puffer's are are very aggresive and should be in a tank alone.
if you want a good internal filter here is one, that works great but is a bit noisy....
what about tempature? a few degrees Celsius?
i plan on shutting down one of my 10 gallon tank and moving the filter and it's media to my other 20 gallon tank with the fish.

my suggestion would be to rehome the gupppies and up your tetra schools to 6.
and just to let you know goldfish from the carnival are usually comets which mean they get 1 foot in length
it would be a good idea if the tank was at least 5 gallons for just a betta.

i know a person who put 12 goldfish in just a fish bowl.
since your betta didn't like being with guppy's i think he wouldn't like being with neons either, but still give it a try and if things are working out after like half an hour then just leave them....
