If the water coming in is cold, I wouldn't bother :) It needs to be the same temp as the tank water before going into the tank.

The bacteria you are adding in the starter stuff need bacteria to eat to survive :) So you either need to use fish, or forget the starter stuff and just buy some ammonia and use that and cycle it...

I'm not sure what's going on as a water change should not affect your cycle at all, unless you have high chlorine in it, but you said you used Prime, so that counters that. All the "good" stuff in...
