I love layout number 1, I think that once all the plants are in and they grow into the tank it will give it a nice, natural look.
Also, Feeding sounds good, and a UV sterilizer is not as necessary as a filter, it is an optional add on that some people like, some dislike.
A UV sterilizer(correct me if I'm wrong) strips all excess nutrients from the water column to prevent/ remove algae from a tank. This could negatively affect your plants due to the fact that they...

1. Do you have live plants
2. Do you have an algae issue
3. Are there excess nutrients

I got a master test kit and ran all the tests. I have 1 concern/question. I run co2, my pH was at around 7.6 is this a good or bad sign?
Ammonia: 0 ppm
Nitrite: 0 ppm
Nitrate: 0-5 ppm
