check you water parameters, is the tank cycled
puffers sometimes react like that to n02,n03 and ammonia
oh and aquarium salt isnt the right type of salt to make your tank brackish either

its not illegal to feed live fish here in Australia but it is illegal to feed live mice to animals

both of these puffers are purely freshwater and should not ever be kept in brackish

they should always be fed "crunchy" foods, crabs, crayfish, shrimp, snails etc
theres plenty of puffers that live in brackish only, but most are quite aggressive, but im currently keeping a milk spotted puffer that isnt aggressive towards anything except gudgeons for some...
the only puffer you could put in a 5 gallon is a dwarf puffer and theyre fresh but you could most likely get a few

you can acclimate a fish to brackish in an afternoon
brackish fish dont live in a steady salinity and in the wild can swap from fresh to full marine in minutes
what cant handle the change is...

figure 8's are brackish for sure and like smaug said they will tolerate fresh but wont live theyr'e lifespan
and a gsp is a brackish puffer but in age requires full...
