I think the AC 20 is the way to go! Much larger area for media and as You know You can adjust flow to some degree.
I go with what My Mentor tells me. 10ppm nitrate, is where I want My Tetra tanks... -

Beautiful fish, cast of red in the tail fin.
Hardy, peaceful, middle of the tank fish. school nicely. Need a shoal of 6 min., 10 to 12 would be great. Very active fish.
