You might try more plants and a shorter...
You might try more plants and a shorter photoperiod (my planted tanks have lights on for only 7 hrs/day). Fertilizer for the plants may help too...you want the plants to out-compete the algae.

It is my understanding that the WPG guidelines do...
It is my understanding that the WPG guidelines do not apply to T5 lighting and that dual T5HOs will yield medium to high lighting over most tanks. Am I incorrect?

Is it possible that the nitrites and nitrates are so high in this tank that they are inhibiting the completion of the cycle? If so, wouldn't a large water change (or two) be helpful?

For now I am using a piece of foam filter block...
For now I am using a piece of foam filter block cut down and slit to fit over the outflow. It works great but isn't very attractive...I am going to try the same thing with a black Fluval prefilter...

Reducing filter flow.
I have a betta in a 5.5 gal tank with a Whisper HOB filter. I think the flow is a bit much for him and I'm trying to come up with a way to reduce it. Any ideas?

You have to be especially sure to shake nitrate...
You have to be especially sure to shake nitrate #2 especially well as it tends to crystallize out of solution.

5.5 gal betta tank
What would be some good plant choices for a 5.5 gal tank besides Anubias and java ferns? Lighting is a 10 watt "50/50" CFL bulb. It seems many plants get too big for such a small tank.
