There is no inch per gallon rule. Tanks are stocked based on they type of fish, if the fish cannot move in the tank (because a 55 is only 13 wide)...

I would assume 5ppm of chlorine in your tap water. Unless you have a chlorine test kit, letting the water sit out for 24 hours may not fully remove...
