Yeah, those short intervals won't hurt anything...I've been w/out power a few times before I had the backups, for 6 or 7 hours, no harm to the fish

Yeah, that's a tank "hood"....it contains your lighting as well, I suppose...personally, I'd get a glass lid, so much better looking and tighter...
