I have a 15gallon tank. Could I keep an oranda goldfish in this tank with a male betta?

Nope.

Goldfish and betta's need different temperatures. Betta's are tropical fish, goldfish are coldwater fish.

Goldfish needs a bigger tank then 15gals.

Also betta's should be kept with large bossy fish like goldfish.

15gal is perfect for a single betta thumbs2: .

Short answer: No.

Long Answer: 20 gallons is really the minimum for a goldfish, especially a large breed like an Oranda. Also, I have a feeling that if you underfed the goldfish, he'd pick at the betta. My goldfish are friendly with each other, but if I'm stingy on the food, they do poke each other. A betta is tiny, and a small poke from a 7-8 inch adult oranda can mean death.

you'd be much better off with a betta and a school of small tropical fish, like one of the smaller tetra or barb species.

So even if I remove the betta to a smaller tank and have the goldfish alone it will be small for 1 oranda?

Your tank is certainly not big enough for even one small goldfish. Small goldfish grow to be large goldfish. Even when they are small they have a huge bioload and 15 gallons is just not enough. Period.
