We've bought a new 200watt heater to put in the 4 foot tank and it is currently heating the 160litres as we speak, the goldfish are still in there because they've always lived in the tank but when the tanks fully heated we are going to switch the golds with the oscars so the oscars have more room
I dont need to wait for the tank to cycle or anything apart from putting the heater in do i or can i put the oscars straight in

If the tank has been cycled before and the only change you made is utting the heater in that you can moe the fish there.

after puting the heater in the tank (200 watt in 160 litres) we set the heater to 26 degrees and the water only got up to 25 at each end we then rose the heater to 28 degrees and each end was 27 is that ok?

Yes. The termostat in them are not always a 100% correct so sometimes you have to look at the temperature and set the heater accordingly. Ie set it to 29 if you want the temp to be 28.
