I haven't been online in a while, but i have a few questions... 1st of all i think my tank is cycled after my 20% water change (30gal tank) the nitrates were at 0 and nitrites were 0.5ppm, and also i have 7 neon tetras, 4 serpaes, 5 flame tetras, and an algae eater, is my tank pretty much filled??

I would say you could add 2 more 3" fish and then it would be max.

What kind of filtration do you have?
And I hope you mixed up your nitrites and nitrates because .5 nitrites isn't that good. There should be 0 ammonia and 0 nitrites in a fully cycled tank.

Your tank is not cycled as long as you have nitrites. Add no more fish until you have a finished cycle. Ammonia 0, Nitrites 0 and a lot of nitrates. Do a large water change and then you have a cycled tank that is safe to add more fish.
What are you showing for ammonia?

I had my nitrites and nitrates messed up... so i can get like 2 more serpaes, hopefully to help their fin snipping!!

How big is your tank?

I would add more filtration. You want to total about 60 gallons worth of filtration.
As far as stocking, you may be overstocked, you may have a lot more room, this depends on your water change schedule. What is your water change schedule?

YES. The problem is that right now you are trying to run maximal stocking with minimal filtration. It could work for a long time, but its just posing a rather heavy risk of a crash. There will be alot less forgiveness for missed water changes and other problems. If you add another HOB or even an internal filter, or better yet a cannister you will be in better shape.
