do you need to pick a female and a male base on what so that they can have baby bettas?

You really don't know.:22: At least a 10g is needed to help the female to avoid the males rage at times. I would say a 20g long with a few cories and such would be an ideal breeding tank for bettas.

when you buy a breeding pair its best to buy them young and from an experienced breeder. Most pet store bettas are a year+ old and wont give you much luck in breeding. Also they have unknown genetics which doesnt matter if your just looking for the experience of breeding(some really good local fish stores will sell them at breeding age). Oh and make sure they are very healthyor the stress of breeding could be very bad for them:( similar size is also important.

...and don't forget, an active, interested Betta is a healthy Betta.

Don't get one who stays motionless.

Are you planning on breeding your betta or is this a hypothetical question? I recommend doing extensive research on breeding before deciding to do anything. I have not bred any fish myself, but know that is a very challenging task and that it takes a lot to do so.

Nick and Megan both have great responses here. Especially important since we all know that male bettas can not possibly be kept in the same tank/sight-lines as other males.
