Is he active at all throughout different parts of the day? I hear some are more active at night than during the day. I have otocats and all they do is sit around on the plants or rocks all day...at night is when they're really active. Maybe tonight when you turn your light off for the night, monitor his movement then. Just sit back a bit and watch.
How long have you had the pleco. What size tank, and was the tank cycled properly? Plecos and other bottom-dwellers are particularly susceptible to ammonia.

It's still shocked and scared from its move.
Give it at least 24 hours. Don't feed it either for 24 hours, sometimes being hungry makes fish a bit more sociable.
Many people here will testify to various catfish and loaches needing a week or so to become more active and friendly to thier owners.

If the pleco was bought today, then its just getting getting used to its new home. It will move around pretty soon. + Pleco's are scared from lights. Turn off the lights and you might see it move.
"before dropping in the new pleco."
Did you acclimate the pleco properly?

yea i let him sit in the tank before the release and i slowly let him out
So you allowed the temperature to match then slowly added small amounts of water? This should take at least an hour, IMO. Just trying to figure out what is going on. I think he should be okay though if he has made it this far.
Edit: Also, always make sure to avoid dumping LFS water into your tank lest you introduce disease/parasites.
