You wanted cheap, colourful and not breeding too much?
Hmmm.
How about a Betta splendens (siamese Fighting Fish)?

The betta would be nice,
also smaller livebearers: guppies, platties, swordtails can be very nice, but you must ensure that the populaton is all male or else you will have lots of breeding.
The rasbora species is also very nice. You may not be able to find that many varieties. The harlequin rasbora seems kindof dull at first but they really can be goregeous if healthy and well lit.
If you can find a breeding pair of dwarf gouramis, they would do nicely. Chances are you wont have a lot of fry to deal with unless you really promote reproductive conditions.
Small chiclids like rams or kribs are another option, but would require pristine water, so don't look here if you want a low maintainence option.
The above are kindof in order of easiest/cheepest to most intensive so keep that in mind. Also you might want some shrimp and catfish to round out the tank. Corydras are very nice and otocinclus would be a good "replacement" for the pleco (will stay small). Both of these species should be in groups of at least 3 and better 6. For shrimp, the Amano Shrimp is king of algae eating, while cherry and crystal red shrimp look pretty awesome.
Just be careful not to overstock the tank. The inch per gallon rule is okay, but there are exceptions to every rule (moreso in aquaria it seems).

You could put a couple of neon tetra's in. But is it a long or tall tank? They need a little room to swim.
