As said above, download the free ebook and read it to help you get an understanding of everything. As for colorful and cheap fish, i would go with tetra's, neon tetras are my favorite and they are very colorful.

I recommend posting your questions in Beginner or Tank Set-up to get more answers to your questions.

Your tank will need to be cycled or you will lose your fish so do some reading on the forum before getting started buying fish.
