My friend is planning to give away a turtle, but I don't know what kind and how big it is. Right now I have a ten gallon with some tetras. If the turtle turns out to be a type of little turtle around two or three inches, would it be a good idea to add it to my tank.
No. Turtles need a turtle tank. They have special needs which must be met for them to stay healthy and to grow.
A 10g is too small, even for a little turtle to start with.
An average red-ear slider needs at least a 55g tank...a 75 would be even better because it's wider...they also need the water filtered and changed often since they poop a lot...and almost always poop in the water...

Don't get me wrong though. I think if you're set up for them, they make great pets!

I was also wondering on salamanders. Would one or two little salamanders be a good idea?

I have 2 firebellied newts in a 10g with a betta and african dwarf frog, they do great!
