Are harlequin tetras, ok with neons and a rainbow tetra?

Do you mean Harlequin Rasboras? If so then yes they would go good. Rasboras are really peaceful schooling fish. I am thinking of adding a school of them to my 29 with my cardinals.

they're great tankmates for the species of tetra you mentioned. that's going to be a nice, colorful tank too. good choice! your tank is cycled right?
