you can grow plants in gravel. You will need to use root tabs, but you will need those either way if you use root-feeding plants. You can also add some eco-complete, flourite, etc. under your gravel rather easily. It'll muddy up your water for a day or two, but the fish really shouldn't mind. You just move the gravel to one side or remove it, add the substrate and then put the gravel back on top. When I added eco-complete to my first planted tank in this same situation, I just put the eco-complete into the tank in the bag to keep down the muddying of the water... I'm not sure it helped much but it cleared up by the next morning.
