I have recently finished stocking my 30 gallon. It has completely cycled and has no ammonia or nitrites. Yesterday I added 25 red cherry shrimp and when I woke up this morning both of my African Dwarf frogs had died sometime between midnight and 9:30am. Does anyone have any ideas to as why they both died immediately like this?

A few questions for you that should help:

what size is the tank?
how did you cycle the tank?
Did you check the water parameters after you found the frogs dead?
Anything else in the tank besides the frogs and the shrimp?
Are any of your shrimp missing (may be hard to tell if there are lots of hiding places for them)?

I cycled it with the raspora het, it has been cycled for quite a while now. I am about as sure as I can be that all my shrimp are in there. Give or take on any one given counting.

hmm... nothing seems unreasonable that I can see. Unless you find your water parameters have gone out of whack, I don't have any ideas. Maybe someone else will pick up on something.

That's extremely bizarre. ADFs, while not entirely bulletproof, are generally pretty hardy, I've had two for a good year and a half shrug off all of my 'learning experiences' and a number of different tank conditions. They died immediately after being introduced to the tank? There's nothing the shrimp could do to them unless they were already dead. Had they shed their skin recently? Were they eating normally prior to introducing the shrimp?
