I have a coralife 30" that is suited for plants but I am worried it is not enough light so I am adding 2 lights I have from a 55 gallon that are T-8 but I have to build the canopy a little high so I was was wondering that I were to line the inside of the build with alluminum foil that the light intesnsity would be the same if they were on the glass top?

Gloss white paint is more reflective than aluminum foil.

So High gloss white paint is brighter than aluminum foil. OK. I will use aluminum foil until spring then spray paint it.

Kilz brand primer works great, and resists moisture damage, mold, mildew, etc.
