i bought 2 baby oscars about 1 inch each. i want to know if theres something wrong with them all they do is lay on the bottom of the tank they pretty much look dead.

What size tank is it and is it cycled?
If so how was it cycled?

if they look pretty much dead they're probably... pretty much dead.
KingFisher has very important questions. Additionally:
how long have you had them for?
how did you acclimate them?

the tank is 110 gal and i do water changes every 2 weeks and i keep the tempperature at 75

One more question: are there other fish in the tank? If so, what?

Idk what u mean by cycled and animated and theres 2 iridecent sharks a 2 plecos and a fire eel

cycling: the process of growing the beneficial bacteria in your tank necessary to break down the wastes produced by the fish and prevent the water from becoming toxic. Since you're not sure, do you have a water testing kit? Can you tell me what your ammonia, nitrite, and nitrate levels are?
acclimating: the technique for introducing new fish to an aquarium: what exactly did you do, step by step, between when you arrived home with your new fish in a bag and when your fish were free to swim in your aquarium?

I don't have a Test kit but I've had the iredecent sharks for about a year now and they've been fine and when I got the fish I place the bag with the fish in the tank since I was told that would raise the temperature in the bag slowly so the fish could get used to it. One of the oscars died already :/ I wanna save the other one

how long did you leave them in the bag before you put them in the tank itself?
Since you've had fish for a while in there the tank should be cycled, but without knowing the water parameters it's impossible to say. You really need a test kit - water parameters are the first thing you should check when a fish is dead or ill.
I'd recommend doing a 50% water change immediately and then either getting a test kit or at least taking a water sample to a fish store for them to test, although I'm not optimistic about saving the other oscar at this point.

How long did you float the bag in the aquarium before you added the oscars to the tank?
