Ok, so I left nothing to chance, got a 6 dollar tube of GE Silicone I silicone. I put some rocks together, but the silicon where they therocks touch, and from what I read, this stuff is bad to breathe in, let alone be any where near your tanks when doing it, I set it outside after applying. Came back an hour later and the silicone has become rubberized, but the rocks have not become attached. I was able to just peel off the silicone as a rubber chunk. Could it be because I put it outside, it didnt work? it's rather cool outside, maybe 50 degrees or what not.

Aquarium safe silicon should do the trick. Be sure the rocks are clean and dry.

The silicone will take at least 24hrs to set. I would leave it for up to 3 days to fully cure before using it.
The label may say 24hrs but that is for the perfect size bead.

+1 to what Rich and Northernguy have stated
When I used silicon to glue dry rock together for my SW tank, I scrubbed the rock really well then cleaned it off with a paint brush to make sure there was no loose particals.
I also gave it about 72 hours before I even moved the rocks
It worked well for me
