I was given a bottle of Acurel F to clear up my aquarium water. Is this a safe, effective product to use?

yes, but you dont need it. to get rid of cloudy water, you need to find the root cause, which could be ammonia spikes

I set up a new tank with substrate and all the debris isn't getting filtered out.
Let's get some more info. What kind of substrate? What filtration? What size tank? How long has it been set up? How are you cycling?
cocoa is right, you don't want to add chemical junk to your water to clear up a problem, you want to fix the root cause of the problem so you don't need artificial fixes.

36 gallon tank, Nature Aquarium Goods Aqua Soil and Power Sand, set up for 48 hrs with water and filter cycled from previous tank, Penguin 170 Bio-Wheel power filter.
Not possible a tank in that amount of time with the method you have described. Maybe I don't understand though how you have cycled? What are your water parameters?

The way I understand it is the reason I'm having water clarity issues is solely because of the content of the substrate I'm using. It has all types of wonderful things in it that don't settle well.

A water clarifier will work well to clear up Aquasoil debris, though a micron filter is what a lot of people use instead (Or a lot of filter floss in the canister filter) You'll still need to put in some activated carbon (Or Seachem Purigen, which is better imo) for the tannins it will release though. Make sure to monitor your ammonia in the beginning as AS does tend to release a lot of it as the organic matter starts to decompose. Unless you are planting heavily from the start with fast growers, I'd recommend doing the fishless cycling method with ammonia anyways.
