I did a little research on the drain line set-up the past owner had used on the 90 gallon tank. I found out this is a durso standpipe. I also found a good way to make an adjustable air hole in the set-up. You basically drill a ¼” hole on the side though both the cap and wall of the standpipe. You then turn it to adjust the size of the hole to get the best air flow and the least amount of noise.

I’m just wondering if anyone else has tried this before ?

couldnt you just use a small butterfly pvc valve under the tank and adjust it that way?

That will only adjust the flow, and not the noise.

I was looking for something to adjust both

I actually made one of these and it works great once you get just the right amount of air for the water to drain at the correct GPH, almost dead quite. It took a little bit of time, and some trial and error, but after one hour I found the right setting and haven't adjusted after putting this on the tank just over 3 months ago
