If I am putting in a new substrate for live plants, how do I add water without blowing up the layout?
I have read the plate thing, but how do you do that witha bucket from 18" up?

Magic? When i start up new tanks, or do really big water changes (first of all, when doing big water changes use at least a 5 gallon bucket, it makes it go faster), but i hold it up high above my tank and use a peice of large bore vinyl tubing and siphon it down onto a side wall or a plastic tupperware.

I have a big fake stump that I pour the water onto. But the resiphon idea seems much easier, thanks!

It definitely is.
back when I was pouring with a bucket I used a piece of tupperware that I poured it into. It helped when my wife would hold the tupperware, but I was still able to pour it in on my own when I had to.

I do the same as Robbie, pour it over a log or rock or some decore slowly. Anything to break the fall of the water.
