Has anybody kept ottos and dwarf chain loaches together and how do they get on?

Neither are aggressive so it should be fine as long as they have enough space.

I've never kept either, but I have heard that the sid's are actually rather nasty, aggressive little characters. They are less trouble in general if enough of them are kept together that they mainly argue among themselves. Only keeping 2 or 3 will cause more trouble for other species in the tank. Oto's aren't the toughest fish to begin with. I'd say a BN pleco would be a better algae-eating tankmate for the loaches.

I already have the ottos[2 now since 1 died] and they are absolutely not aggressive . It is the loaches that I am not familiar with. That's why I am asking.

Kubotai are less troublesome than sid's, but I've seen 6 Von Rio tetras vanish one by one when they were kept in a 29 with a group of 5 of those. I now have 11 kubotai in a 75 with cichlids and pleco's, no problems there.
I suspect the size of the tank and amount of available cover are also factors in how troublesome the loaches may be. When I had 5 almost never saw any of them, but with 11 there are usually a couple visible most of the time.
