Right now I am using two 48'' T12 GE daylight bulbs on my 70 gallon. My plants are really struggling with this. The thing is, The tank is really really bright. If I add another pair of the same bulbs, would I have a lot of algae issues? or would the plant growth increase enough to combat this? I am using DIY C02.

That is only about 80 watts. I do not think that double that lighting would be all that hard to control. Be sure to have lots of plants, that is one of the keys to out fighting algae.

Your tank probably wont appear that much brighter with the additional wattage it will just have a better more even distribution of lighting. And with only a little morethan 2WPG you shouldnt have algae issues and you could always incorporate a split photo period to ensure you dont.
