I know they aren't necessarily schooling fish, but will they be okay if only 2 or 3 are kept together?

Angels do not need to be kept together and are fine by themselves.

Unless they are a mated pair,and they are the only fish in the tank. If that is not the case,a single is all that you should do.

One angel will happily live on its own, ruling its domain. I have a big black one by himself in a 29 gallon tank. He has done extremely well.
