I just a new betta and I'm having trouble figuring out what type of tail he has, it looks like a normal veil tail but when he flares it looks more like a fan tail. Any help is appreiciated :)

Looks like a veiltail or combtail it's hard to clarify , are that shreded Fins? or Is that really part of his tail

That's part of his tail. He has clear tips on all of his fins that make them look shredded or rough...

I got my other male today and instead of making a new topic I thought I'd just post it on this one. This one is from a breeder, she told me he was a Double-tall Cambodian and from what I know it seems about right, but I just wanted to be sure :)
