Is your tank cycled? How big a tank? And are the survivors eating?

Is the tank cycled? are they active, or just floating around? What are their tankmates?

Water parameters?
PH, AMMONIA, NITRITES, NITRATES, TEMPERATURE...
Do you have a heater?
Do you have a filter?
Was the tangle fully cycled (Nitrogen Cycle)
What kind of substrate? (Sand, gravel (what kind))
What is your maintenance schedule?
(How often do you siphon/vacuum, water changes, etc)
How often do you feed, and how much?
Have you done a massive tank cleaning recently?
Do you use water conditioner?
Lots of questions need answers before we can truly help...
Also, shoaling fish line neons really should be kept in groups of AT LEAST 6. This way they can school, remain active, and be feel more comfortable. Lonely fish are stressed/unhappy fish.
