Welcome to the Fabulous AC!:22:
Your tank is cycling. You should be doing daily water changes of at least 50%.
You will also need a test kit.Avoid the strips, they do not work properly.
Please read the free ebook. There is a link below in my sig.
Also read the thread on Cycling with Fish.

Twenty litres isn't enough for two fancy goldfish! They need 29 gallons!
That, and the fact that the tank is likely going through bacteria blooms, is why your water is so dirty!

First you need a larger tank. 29-30 gallons minimum. A 30 will give more swimming space. You need a test kit, you also need to be doing daily water changes while your tank cycles. Aim around 50% daily. Do not touch the filter. If you are cleaning it by rinsing in tap water or replacing you are killing off your bacteria you need for the cycle. Do not over feed, infact, or now underfeeding would be best.
