sick tetra

I noticed that one of my tetras was getting fatter a couple days ago. At first I wondered if it was pregnant. It has now gotten quite plump and is at the surface breathing quickly. I have a 10 gal with 8 tetras and 2 ottos. I am also a bit overdue for a water change. Any recommendations on what I should do? Thanks

What type of tetra is it? What are your parameters?

Water temp 77.6 F. I'll have to get back to you on the others. I am leaving the apartment on an errand. Ill post back when I can.

Nitrogens: 0, 0, 5.

I assume my plants and excessive green spot/hair algae account for the low nitrates.
