Oscar eye

Have a 3 1/2 in oscar that has developed a bulging eye, can anything be done to correct this?

its popeye. Its from either fighting/bumping it or poor water conditions. If its one eye, chances are its a bumb, if its both its water conditions. Its fluid buildup in the eye, and when it gets too much fluid the eye literally falls out. You need to keep the water REALLY, and i mean REALLY clean, use melafix/pimafix combined, and if it progresses use tougher meds.

Can Oscars tolerate salt? I thought a salt bath was a good treatment for popeye?

that too. salt lessens the pressure on the eye increasing the chances it wont fall out
