I have a black veil Angel That has white blotches all over her. It is not Ick, I can't figure out what it could be. any Ideas? and what can I do about it. She also spends most of her time at the top of the aquarium as if she is not getting enough Oxygen but I am sure there is plenty of oxygen. Help!!!!

Sick fish move to shallow water - warmer, more oxygen. So this is why he's hanging out at the top of the tank. Are you running an airstone/bubble wand ? If not how do you aerate the surface ?

Did this come on suddenly ? And does it look like something growing on the fish or is it dramatic colour change ?

If the latter I would suspect your water parameters; what are your readings for ammonia, nitrite & nitrate ?

A good quality pic would really help.

Thanks for the suggestion. Do they act like they are in need of oxygen if the
problem is Fungus?

What are your nitrite levels? How long has the tank been running?

I would have to ask the same questions as the above folks. Has your tank been cycled? You said "you think your water is fine." That is not the same as knowing your water is fine.

Are the patches on your angel white and kinda fuzzy looking? If so, it has fungus. Or are the patches rather golden colored and not fuzzy looking? If so, that is probably Velvet.

Angels are fragile fish and need perfect water conditions and large water changes every single week.

Would I be right in quessing you just set your tank up and added this angel?

Water has cycled, water test fine all ways,I have had Angel over a year.
It is patchy white fuzzy looking. I am going to treat her fo Fungus.
