Hi how many otos should i get as a starter for my tank?
and how many do i need to end up with?

got a 64 Litre (uk) tank 5 Black Widow Tetras And 2 barbs. Water is ok

ottos shouldn't be added til you tank is at least 3 monts old IMO. How long has your tank been set up? The also need more than just algea to eat. Saying that I would have at least 5. Ottos are schooling type fish and I do see mine interact with each other.

since october. yes, i have read about different food types.
should i get 5 all in one go or build up to 5?

I would add them all at once. You can do them in groups of two if it makes you feel better/not worry.

Adding them all at once should not be a problem either.

If/when your tank is over three to six months old, you can buy six otos and add them right away. They're such a small fish that six is pretty equal to adding two to three medium tetras or something similar. No need to worry about staggering with them.
